What is an ISAO anyway?

An ISAO is any collaborative entity created for the purpose of gathering, analyzing and sharing critical cyber and related information in order to better understand security problems and interdependencies related to cyber systems, protect privacy and civil liberties and advance cyber risk identification, protection detection response and recovery

• 2015 Presidential Executive Order 13691, ‘Promoting Private-Sector Cybersecurity Information Sharing’ – Defined US policy to address cyber threats to public health and safety, national security, and economic security. “Private companies, nonprofit organizations, executive departments and agencies, and other entities must be able to share information related to cyber risks and incidents and collaborate to response in as close to real-time as possible.”

• The Executive Order authorized and encouraged the voluntary formation of private-sector-led ISAOs, organized on the basis of critical infrastructure sector, sub-sector, region, or any other affinity, including response to particular emerging threats or vulnerabilities.

• The Cybersecurity Information Sharing Act of 2015 (CISA) and Supporting Guidelines – The CISA provides voluntary information sharing protections to encourage public- and private-sector entities to share cyber threat indicators and defensive measures with ISAOs while protecting classified information, intelligence sources and methods, and providing privacy, liability and civil liberties protections.

• Sharing with an ISAO provides the private sector with liability, privacy, civil liberties, and other protections to share cyber threat indicators and defensive measures with each other, with their respective ISAO and with federal entities through ISAO authorization and collaboration with DHS, and coordination with state/local/tribal/territorial government (SLTT).
